SALEM -- Legislators in the Oregon House passed the two-year budget for the Oregon Department of Education this afternoon.

The 45-10 vote happened in minutes with no discussion and the budget now heads to the Senate.

House Bill 5020 approves a $42.6 million general fund budget for the department that suspends elementary and middle school writing assessments and limits the high school writing assessment to once during the year.

Legislators and the department sparred for weeks around budget reductions and a proposal to completely eliminate the writing assessment as a budget-saving measure.

In earlier committee meetings, lawmakers called on the department to improve its operations and communications, even saying part of the agency’s budget reductions was because of those issues.

The 2011-13 budget is 13 percent below current service level. And the current 2009-11 budget was reduced by more than 20 percent compared to 2007-09 numbers.

They committee also included budget notes that directed the department to invest in an internal auditor, begin restructuring with a focus on services to kids and create a strategic plan by January to implement the reduced budget.

The legislature has taken mercy on the students of Oregon by dumming them up. Now the students won't realise how screwed they really were. Good job, Oregon needs a supply of ditch diggers to fill the gaps left behind by the illegals who Oregon politicians have decided should have access to more and cheaper higher education. Without the illegals doing the grunt Oregon will have a slue of new uneducated people to fill those general labor slots left behind by the illegals as they move into management positions that require higher education that the average Oregon citizen cannot afford any more. The Oregon Department of Education needs to improve its operations and communications, according to the legislative committee that approved the agency's budget this morning.

Sen. Rod Monroe, D-Portland , likened communicating with the agency to "beating our heads against a brick wall" and said that rift was part of the reason the oversight agency took a larger budget hit than most education-related budgets.

The Joint Committee on Ways and Means, in 22 to 3 vote, approved a $42.6 million general fund budget for the department that suspends elementary and middle school writing assessments and limits the high school writing assessment to once during the year.

Sen. Doug Whitsett, R-Klamath Falls , said he was concerned that the state was putting money into the agency and not getting enough in return. He listed targets for customer service, graduation rates and achievement growth that the department has not met.

"I've been on the education subcommittee since 2005 and looking at the performance measures, I don't see a lot of change," Whitsett said. "We still have mediocre targets and often the agency is not even meeting those mediocre targets...It seems the agency is not addressing many of the functions for which it is set out."

Lawmakers are using one of their only weapons – reducing the budget – to force to the agency to reorganize and reprioritize its work. The 2011-13 budget is 13 percent below current service level. And the current 2009-11 budget was reduced by more than 20 percent compared to 2007-09 numbers.

"There was substantial discussion at all levels about the need for an evaluation of how the department is functioning and operating," said committee co-chairman Rep. Dennis Richardson, R-Central Point . "I believe the budget notes will certainly be taken seriously.
