Hard Time on the Unemployment Line

Hard Times on the unemployment line - Part II

Cleveland-job seeker Nims Ricardo gave an honest answer brief questions about his criminal past.

"I have one conviction for assault planned for 2003 here in Cleveland. I had nothing before that, she was just a conviction, "he said.

It was an answer he had developed a network 4 Success, a training camp for four weeks for ex-offenders sponsored workforce ready to nonprofit employment.

"The program is designed to teach you how to find a job, how to interview, how to answer questions about criminal history ... both on your resume and in an interview situation, "said Nims.

Now that it has completed the first phase, Nims go to another job search boxes with counselors of the program. Its success - or lack thereof - will transcend his personal situation.

When he was released in January, Nims joined a growing population of African-American men ex-offenders.In 2008, for example, about 10,000 ex-prisoners returned to Cuyahoga County, according to the county office of school. Most of them - 7000 - Back in Cleveland, mostly five of the poorest neighborhoods of the city. When people released from prisons in the county are added, the bureau estimated 26,000 ex-offenders living in the county.

This number will grow because of the recently enacted sentencing reform that will release 3000-4000 low-level offenders in state prisons. If the past is any indication, about a quarter of these ex-prisoners will return to Cuyahoga County in general and Cleveland in particular. While the version will save the state money, it will add economic stress to a city where 30 percent of people living in poverty, and a state that has suffered from about 9 percent unemployment since the new law was signed in June

Nims but is confident he will beat the odds against returning to work. Its assets include a degree in psychology from Ohio State University, and 12 years of experience in information technology including Microsoft certification.More importantly, it is not going it alone. Last year, the four networks have successfully found jobs for 190 of the 319 clients placed into employment by said executive director Jill Riziki. Since its inception in 2004, the Network 4 Success has found jobs for over 900 ex-offenders.
