Coming Soon: 838 New Interactive White Boards
The Loudoun County Public Schools board voted at Tuesday night to reallocate $8.5 million in unspent FY11 funds-reserving almost half that amount to purchase interactive white boards for classrooms at all three school levels.
Based on review of the third quarter of the FY11 budget, the school system's financial staff members are projecting a $20.2 million surplus. Jennifer Bergel (Catoctin) said last night that $10 million would be carried over to the FY12 budget. In April, $1.7 million was approved to purchase replacement buses, leaving $8.5 million to be allocated at the School Board's discretion.
By a 6-2 vote, the board voted to spend $4,018,000 to install interactive white boards in every elementary, middle and high school classroom, with the exception of some kindergarten through third-grade and elementary school special education classrooms. Currently, most fourth- and fifth-grade classrooms are equipped with the technology. The funds will be used to purchase the 838 white boards needed for rooms that are without them.
However, the decision to spend more than $4 million on IWBs did not come quickly or easily. For more than an hour, board members listened to parents and teachers comment on why IWBs should be installed in remaining classrooms.
Kate Evans, the technology resource teacher at Sanders Corner Elementary School, said IWBs in every classroom would help create a community of 21st century learners. She also noted that the visuals presented on IWBs help students make connections between curriculum and the world around them.
Peggy Tyree, the technology resource teacher at Belmont Station Elementary School, said teachers with IWBs have an advantage over those without them because they provide a multimodal approach to learning-students can hear and touch the information on an IWB.
Following the public input, Bergel requested the board approve the use of the leftover funds so the items can be purchased prior to June 30.
Bob Ohneiser (Broad Run) raised questions about the approach, asking how much would be saved if IWBs were only placed in second- and third-grade classrooms. He said many constituents have approached him and said some teachers don't use the IWBs in their classrooms. Ohneiser said having an IWB in every classroom is a concern, since some classrooms are rarely used and some teachers don't utilize them. He wanted to know schools would promote use of IWBs.
"If a teacher chooses to have a board in a room and says, ‘I am not going to teach with it,' then you will do something about it so that they will use it, or explain to them they need to or they will leave the system," he said. "I cannot stomach the fact that there are teachers out there that choose not to play by your rules.
